Very good question. I'm not across the whole thing but is the mother Australian? Foreigners aren't covered by Australia's Medicare like they are in New Zealand. Also, if she wants private medical services, they come out of private medical insurance or travel insurance. It could be for medical transport or hotel stays for family to go to and stay near the hospital. Funeral expenses are mentioned as well. In any case, just from the article either the state wherever Mt Buller is, or his/her car insurance, would cover her expenses anyway.
