September 18, 20196 yr I have not seen any reports of Phnom Penh issuing a multiple entry non immigrant visa of any category. Upon what basis would you be applying for it. Do you want a non-o, non-b or a non-ed visa.

September 18, 20196 yr Author Yes, I've heard HCMC is a good place to get one. The thing is I have no other reason to go there, whereas I have friends to visit in Phnom Penh; that's why I'm hoping for some reassurance that it would work.

If they did people would be going to there for them and as I wrote they are not getting them there. Savannakhet, Laos and the consulate in Ho Chi Minh City, Vietnam are the best location to get them.
