Chuan reminds opposition of 2004 armoury raid in Narathiwat as they ponder charter amendments

House Speaker Chuan Leekpai has advised opposition parties to move cautiously if they want to amend any provision in the Constitution relating to resolving the southern unrest problem, in order to avoid past mistakes, resulting in a deterioration of the situation.

 

In his address on amending the charter, at King Mongkut Institute today, Mr. Chuan said that, since the charter was crafted in a manner that makes amendments near impossible, all stakeholders, including the opposition and the Senate, must sit down together to brainstorm ways to amend it before looking at which specific sections should be changed or omitted.

 

He said he didn’t want to comment on the campaign, being launched by the opposition, to solicit support for its bid to rewrite the charter, but would like to advise them to exercise extreme caution when touching on sensitive security, issues like the southern unrest.

There have been many, many successful models around the world dealing with governance in the same situation as in Thailand. https://en.wikipedia.org/wiki/List_of_autonomous_areas_by_country

 

It's not the "how" that needs to be brainstormed but the "why."

If the military surrogates of the Senate and more fundamentally the military leadership itself cannot recognize and respect the independent traditions, culture and language of the indigenous people of the former Kingdom of Patani1, no amount of constitutional changes will achieve permanent resolution.

 

Note that the idea of a special administrative region for Thailand's "Malay" regions isn't a new idea.

In circa mid-1800's King, Rama III consented with acceptance of a Siamese suzerainty2 for the Sultan of Kedah that avoided the fate for the Sultan of Patani3. A suzerainty relationship is not a form of control that would be acceptable under international law today4, but there should be some variations that can be applied to Thailand's Malay regions.
