Unfortunately there are no areas in the North East where there is an abundance of water, the farmers have to make the best of what little they have, which isn't a lot, just about enough to keep them in poverty and servitude! as it has done for generations now - why change!

The cost of a submarine may cover the cost of a decent sized pipeline to carry water from the south, would it be feasible? least it would be start, Middle Eastern countries move water around by pipelines quite successfully. First you need someone in power who gives a dam!

Perhaps they will, in emergencies, send by high speed rail.    Have seen it done in Australia many years ago only it was a slow speed train.

Would growing salt tolerant species of rice in the first planting, help utilize more land to increase rice stocks at the start of the rice growing season ?

Googling "produce rice with less water" shows lots of results.

They probably won't like this one, it will cause a loss of face:

It was mentioned in another thread. Some student asked his agronomic Thai teacher about SRI. He obviously replied that this doesn't work in Thailand. 

 

I heard about a foreigner who tested this successfully. He has moved to Cambodia or Vietnam since then. 

 

The reason they flood the rice paddies is because it kills weeds but not rice. However it reduce the yield and increase the water requirements.

I think it was in November 2017 I was watching Prayuts Friday night storytime. He went on about the lack of planning in rural water management. Nearly 3 years on what has he effectively done ? All I have seen him do is point his fingers at local officials and tell them to sort it out. No sir it needs a national plan and that is your job.
