Non Immigrant "o" Multiple Entry

My question is this. When applying for a non immigrant "O" multiple entry visa,is your passport along with your application sent to Bangkok for approval?Or is just done at the consulate or embassy of your country?(UK)Thank you.

It's processed in the consulate to which you make your application often just overnight.

I got mine in the uk, went to the consulate it only took 20 mins to issue. Top class service.
