I added the app i think is for the tm30 check in, but im not sure if its the correct one. its "Immigration e services"  it did not say anything regarding tm30. or sending me a password. in the app store i did a search for section 38.

Section38 is the correct app for TM30 reporting.

Eservices if for doing 90 day reports.

android. it log in but no tm30. app store didnt have section38.my phone has location of Thailand.

Is this app only for those who own (or their wives) own the place of residents? I'm leasing (and am on a METV). I'm assuming my landlord won't let me register in his stead.

Since I'm on a tourist visa, does this mean I do not need to worry ever about a TM30 (even though I'm leasing a condo)? What's the correct interpretation of the below?

In general, if you have no plans to file for an extension at immigration, it is a non-issue.
