Vientiane Non-O VISA based on Thai child

I was able to receive a 90 Day non-o visa back in July from Vientiane with no financial documentation. However, when I received the visa, the officer at the counter told me that next time I need to show financial documentation. This was the first time I have heard about this. Does anyone have a recent report in Vientiane for what exactly is required. Thanks!

As far as I know you can still get same visa with no financials. However, If somebody comes with facts they changed, they still grant then with no financials in Savannakhet
