I don't think you can. You may be able to get a bus to Pailin but from there likely have to take taxi or moto taxi.

 

When you say "minivan" what exactly do you mean? Cambodia does not have the sort of public minivans that Thailand does. In its place it has "share taxis" which can be vehicles of a variety of sizes and operate in more or less same way as minivans do inThailand.   Not sure why that would not do? They are cheap enough and would be usual way to go.

Share taxis are as cheap as anything. They operate on the same basis as minivans do in Thailand.  Multiple passengers and leave only when full. Cost to Pailin probably around $10-15.

 

"Taxi" in Cambodia does not mean a private car.

Actually Cambodia does not only have shared taxis, but vans as well. What has disappeared are the pick-up truck taxis that dominated the public transport business about 20 years ago when most of the major highways were still bumpy dirt roads.
