What's the procedure for transferring an extension of stay and a re entry permit to a new passport ?

You attend immigration. You will need letter from embassy that permits immigration to transfer stamps. They would have provided that when you were given new passport. That's about it. Along with photocopies of various old passport pages.

Just note that the reentry permit can only be transfered where it was issued. Example if you obtained reentry permit at airport then that's where it's transfered. If not suitable then just travel with both passports.
