That's not what was reported, or suggested, unless they lease/rent on a daily basis from the owner.

Every driver?  All the time?  Wow, never knew that was the case.  Or do you mean just Chiang Mai taxi drivers?

What do you expect?  If they didn't have any cars they wouldn't be car lots.

they are getting beaten by a much better product eg GRAB and are not willing to change their old-fashioned ways. Its happening to all taxis everywhere in the world.
