German looking to arrive soon from Denmark. It looks like VOA is still given to germans and that a medical certificate from the last 3 days is required. Are there any other requirements that are out there?

No VOA available but German citizens receive Visa exempt entry that requires a medical certificate not older than  3 days.

VOA has been cancelled for the time being.

Correct.

OP, you didn't outline reason for your friend coming to Thailand. Normally none of anyone's business. If it's just for a visit, he would be crazy to travel. If returning to family etc in los then that's different.

Correction: PM reminded medical certificate for all nationalities so Germans do not need this certificate.
