After slowly reading through the Condo Act of 1979 (with a Thai person translating), it still is not exactly clear to me how a "Nithi Bukom Akanchute" is formed -

Does it come into being automatically when the Condominium is registered ?

Is it the same as what we call in western countries a "homeowner's association" ?

What are it's duties in a Thai condo ?

Anybody who could give me a complete rundown on this ?

It would be deeply appreciated.
