Stuck far away for Retirement Extension

A good friend travelled to Mallorca (with exit permit and return flight) a month ago for a family meeting.

 

He has the normal 800k banked here but his Ret Ext is due this Friday 5th April.

 

Obviously he wont make it because Spain is closed, LOS is closed to Spanish arrivals etc. Also he cant get through to Qatar Air to refund the flight this week, get vouchers or etc.

 

I figured that there must be 1000 folks in his situation.

 

Obviously his money is his while it's parked here, but what should he do? Is he now on overstay? Have they made some sort of decree for unintended absence at visa time?

 

Any thoughts?

He is not on overstay, but I expect he will not make it back before his Extension /Re-Entry permit expire and the Extension will be lost. No announcements made about this, they are still dealing with those that got stuck here.

How could he be on a overstay if he is not here?

If not here to do the the extension it will be lost and he will have to start all over again. Once things get to the point to where he can travel to here he should try and get a single entry non-o visa before returning.

I cannot see immigration being able to do something about such cases.

AFAIK he cannot get his Ret Ext from a 30 day tourist visa. Does this mean that he has to get an O/A from a consulate in Spain and then move to a new Ret Ex once he arrives?

 

Will he be fined/or is his money safe in Bangkok Bank (800k)?

 

I guess that if he returns in September they could give him a 6 month visa. Im sure, as you rightly say, they have bigger fish to fry just now. There may not be a law or decree about my friend yet!

 

Of course, his exit permit expires with the demise of the extn as well.

A 30 day Visa Exempt, or 60 day Tourist Visa Entry can be converted to a Non-Imm-O Entry in Thailand at immigration. From that a retirement extension can be obtained.

Or arrive with one,  he will need a Non-Imm-O from the Spanish Consulate, an O-A requires insurance, Medical and Police reports. 

No concerns wrt a fine or the money in the bank.. he can still access the account on-line perhaps if worried.
