The source for this article is from 4th April and says "ordered reopening next week" (which was last week)

I get the impression that this is only for freight traffic (especially latex), and not for everybody.

Wait until the 28th for more info about entering Malaysia.

1. Passengers are not allowed to enter Malaysia until 28 April 2020.
- This does not apply to nationals of Malaysia.
- This does not apply to permanent residents of Malaysia.
- This does not apply to passengers with a diplomatic passport.
- This does not apply to passengers with official passport on a diplomatic mission.
- This does not apply to passengers who are embassy employees with a proof of employment and their dependents.
