Heading back to my home country and inquiring about returning back to Thailand to extend my visa based on marriage....my question is what if the corona virus and travel restrictions makes it impossible to make it back to extend my visa based on marriage?

if you return after your yearly extension has expired, then you need to start over again, best would be to obtain a non immigrant visa in your home country. failing that either  visa exempt 30 day entry or a tourist visa entry, and then in the last 15-20 days of either entry apply for a non immigrant visa at local immigration 2,000 baht, financials will apply.

That is not correct. You have to have at least 15 days remaining on the entry (21 at some office) not during the last 15 to 20 days.

A person could enter the country and apply for a non immigrant visa within a few days of entry if they were prepared to do it.
