my tourist visa expires at the weekend(april 26th) so can it be confirmed finally that i do not need to approach the immigration to renew for the forseeable future?

Not yet, as it's not formally law.  But it does seem fairly certain.  You'll know by the start of next week.

No, the last automatic extension already takes you to April 30, and within the next week the new automatic extension will be 100% official.
