My wife was refused the to the umay+ card. We do not know the reason. Last year she could easy get the first choice card. her salary is 13k

You might want to find out why her application was declined and see if you can fix the problem, her declined application may well be on the central credit reporting database and could work against her if she applies elsewhere. Also, many financial institutions have a minimum salary requirement of THB 15,000 per month, you may also want to check that aspect.
