Penal law can only be applied to juveniles aged 12 up

As per the latest amendment to Thailand’s Penal Code, criminal responsibility can now legally be prescribed to juveniles between the ages of 12 and 15, instead of 10 and 15.

 

Traisulee Traisoranakul, deputy government spokesperson, said the amendment was proposed by the Justice Ministry and corresponds to the International Covenant on Civil and Political Rights.

 

The improvement was done in line with the Universal Periodic Review, in which each UN member state’s human-rights record is assessed.

And for juveniles over 15 years old, what applies to them?

So this is where being a leap year baby pays off!

12 yr olds DEF need to be aware of PENAL codes..esp as they start to notice girls!    Zoinks!!

adult crime needs adult punishment

 

what you see in western:  young criminals (below 18) do whatever they want as juvenile jails are full

It's absurd to move from 10 to 12.  The little bar_steeds need to be punished hard to dissuaded them from future crimes.  And if they are committing crimes at 10, so be it.  No visitation, no cell phone, isolation for the duration and basic food like fish head soup and rice every meal.  No mollycoddling and worst of all......old fart music 24/7!

That is so the 10 year olds to 12 year olds can ride the small motorbikes, and not

be criminals.  Errr  well  I did not see what the changes were for so  just assuming..
