2 Tourist Visas & 90 Days?

i'm sure this has been asked many times before,but as far as tourist visas go,does it look like 2 back to back tr's are required before doing the 3 border runs,& then repeating the cycle?

does it look like they are limiting the amount of tourist visas ,or,& border crossings?

The restriction is 90 days visa exempt entry during a six month period. People have not had any problem obtaining visas.
