Anyone have any experience getting a Non-Immigrant O family (Thai child) visa from Thai consulate in Saigon?  I read that it is best to get it in Penang but with Covid and being in Vietnam, that is not possible. 

Under normal circumstances, there should be no problem getting a single entry Non O visa to visit your Thai child from the HCMC consulate. Of course, right now, getting clearance to enter Thailand involves a lot more than just a visa.

I did mine last year, was a breeze however things have changed over the last 4 months!

Nice and easy to do it there. But at the moment it's a no go

If you are in Vietnam now (as you wrote), it is self-evident to apply at the thai consulate in HCMC for the 1-year Multiple Entry Non Imm O family Visa (the requirements are exactly same as for the 90-day Single Entry one, only the Visa fee is higher).

There have been no reports of them issuing a multiple entry non-o visa based upon being the parent of a Thai.

The only known consulate that will issue one is Penang and it requires 400k baht in a bank.
