ED visa for international student: official?

Hey 

A couple of my  friends went to the Thai embassy’s consulate in Paris to apply for a visa for their daughter who attends the French school. 
They were denied to do so: “nothing is official; the embassy has not received any instructions” they have been told.

 

As the girl had been attending this school for the past five years and obtained all the document from it , I was quite surprised. 
 

Although the Paris’ staff ( at the reception ) is well known for being arrogant , I would not think that they would lie, or would they ? 
 

Anyway if anything official has been published ( Royal gazette? ) regarding this particular section, would anyone provide me with the link ? 
 

On another note, FYI, when they asked to be registered for their return to Thailand ( work permit) they were told to send them an email. They will answer, by the same medium, with the list of all the documents to prepare and present,

To apply for the non-ed visa she will need to apply for a certificate of entry at the embassy. That will require a covid 19 test and a fit to fly certificate. Then after arriving she would have go into quarantine for 14 days.

There is some info but it appears to a be little out of date here. http://www.thaiembassy.fr/fr/2020/03/26/avis-aux-voyageurs/

That just recently added students attending a international school to apply for entry.

Yes I am still waiting for that to appear on their website as they persist on saying that International students are not one of the categories allowed. 

Any official statement on the Thai side ?
