Rqmts to Change Where Update 90 Day & Non-O Retire

I currently own (& travel back & forth using) condos in Bkk, Jomtien, Chiang Mai & Chiang Rai; and am therefore able to pick any one of them (at a time) to establish my permanent location of residence for annual Immigration Non-o Retirement renewal.  Currently I have chosen Jomtien, and therefore have obtained a Yellow Book from Pattaya City Hall.  My questions are:

 

1.  When at another condo in another province, if I do a TM30 first can I do 90 day reporting in that province?

I do realize I would then have to do another TM30 when returning to Jomtien, in order to do follow on future 90 day report there.

 

2.  When at another condo in another province, if I do a TM30 first can I do annual Non-O retirement renewal in that province?

This may be a trickier question because I do have the Yellow Book for my condo in Jomtien.  Would I have to change Yellow Book first?

 

3.  When at another condo in another province, if I do a TM30 first can I renew my drivers license at DLT in that province?

This may tricky also because a Certificate of Residence from Immigration is needed.  Would I have to change Yellow Book first?

 

4.  If I did not have the Yellow Book at all (as many folks do not) would the province changes requested in questions 2 & 3 above be made easier?
