A number deemed culturally significant (but which made no sense to me) was being peddled @ 100% mark-up when I attempted to buy it a few months ago. I instead chose another ticket.

Not true. Nothing stopping a foreigner winning and collecting prize. Only difference is if they win the main jackpot they pay slightly more tax when collecting it at the lottery office in Bkk .

999997 would have sold out creating more winners than shown. My cousin in law also won with that number. A family trip to the UK is now being planned.

Any claims of a lottery win on social media will result in the BIB doing a house visit

they do pick their own numbers ....  they tell the seller what numbers they would like in the next draw.
