From what I have read I understand that I could, but I wanted to be sure if this is still active and not just some out-of-date information. Personal question: From all the requirements I have read here https://www.thaiembassy.com/thailand/work-permit-basics.php I can satisfy only this one: If you are in the temporary business of entertainment, -> religious <-, social welfare, cultural or sporting without intention to make profit and paying income tax to the government. The Department of Employment issue work permits not immigration. You need a work permit and a non-b visa to apply for a certificate of entry at a embassy that is needed to enter the country. Info for applying is here on a Thai embassy website. https://thaiembdc.org/visas/ You should check with the Thai embassy where you would be applying for info.
