Non-O retirement extension re-entry requirements

Would be grateful if anybody has experienced or can help clarify insurance requirements for re-entry to Thailand with a Non-O retirement extension and valid re-entry permit. The Covid US$100,000 coverage is clear but what about the THB40k/400k outpatient/inpatient coverage? My understanding is that this should only be required with a Non-OA visa not Non-O but I get the impression that some if not all Thai embassies are asking for the 40k/400k insurance as well before they will issue a CoE. The Thai embassy in Oman is asking for this but I don't understand why. Also I see no mention of 40k/400k needed on the latest posting yesterday about Visa exempt entry.
