Hi, I have read the following from todays news  "Anyone who needs to travel in or out of the aforementioned provinces will need to present a travel certificate issued by the local administration, photo ID (passport advised for foreigners) and documentation to show travel is essential (such as a medical appointment)." Who are the 'local administrations'? I need to get a letter from my school to give to travel by bus from Pattaya to Chiang Mai.

This is coming to you from someone who used to live in Pattaya.  If I were you, I would go to Pattaya City Hall on North Road.  While I have never been inside it, I presume they follow normal government office hours, 8:30 a.m. - 4:30 p.m. Mon. - Fri. I have just seen an item in the Pattaya subforum indicating that you might be in for a long wait once you arrive there.

On the off chance I were stopped I would just say I knew nothing about it.

Ok i found out that I have to go to the local Amphur to apply for it.

Correct. Banglamung district office. Reports say they are open for that today until midnight.
