Somethings not right here

Anyone know why the park in Phuket Town (Rama IX ) or better known as Suan Luang and the monkey hill Toe sae)suddenly has started with reduced opening hours for they who want to go there for a walk/exercise? It remind me a bit to much about the same period last year a month just before the lockdown.....????
