https://coethailand.mfa.go.th/regis/step?language=en says that we have to first Register for Certificate of Entry before booking the ASQ:

However, https://thaiembdc.org/onlinevisaapplication/ (I am applying for the special tourist visa) says that I have to get the special tourist visa first, before applying for the CoE, and in the special tourist visa application I have to book the flight+ASQ before submitting the special tourist visa application, since I am being asked for ASQ+flight booking receipts.

 

This conflicting information confuses me: Does one have to book the ASQ hotel before or after registering for the CoE?

The COE is done after you get your visa, if your visa requires to get these, then you need to. In my case was required for the normal TR visa for example.
