In Bangkok, where is the physical location for doing TM30 reporting? 

Landlord cannot get website to work and needs to go in person. It was CW but people say it has moved to MTT. 

Does anyone know for certain?

It done at MTT now.

When not urgent e.g. by jeopardizing the deadline of your 1-year extension of stay application, your landlord might want to wait a couple of days till Immigration extranet is up again (some Imm offices indicated that it would be up and running again on 15 March, while others talked about end of the month).

Normally it should be done within 24 hours of arrival at the foreigner - you - at the premisses, but Immigration does not have any means to check whether it was done late so no problem to postpone it till a more convenient time.

When I couldn't get web site to work I just mailed it in and got replied receipt in two weeks from CW.
