As most public transportation links between Phuket and Bangkok (and the rest Thailand) have been suspended until at least mid-August (and likely the end of the month), one of the few ways to get around is by care hire (with or without a driver). Another option is the new Sandbox Express Bus that's been set up by the authorities and runs once a day from Phuket to Suwanabhumi Airport (and I guess you could use it to get to Bangkok/Pattaya as well by airport taxis). The price is B1500 (but is dependant on demand and rises if a certain number of bookings per trip isn't reached). It leaves at 5 a.m. and picks up at Central Mall and Kathu and arrives at 9 p.m. Bookings must be made online. The details are explained in the graphic below (run it through Google Translate) or call the number provided.
