Dan747
On the 13th of July I extended my Non-O visa for 60 days for 1,900 Baht in Ubon. I traveled back to the US. on the 22nd of July. My Covid-19 extension expires the 18th of Sep. May I return before or must I reapply for another Thai Visa? Thanks in advance.

Bit of irony that someone could obtain a covid extension by providing an affidavit and tick box with reason cannot leave Thailand and at same time nip back to the USA and return with a reentry permit. BTW OP, you mention "reapply for another Thai visa" Your referring to new tourist visa. Yes you could do that or return visa exempt. Of course all the other requirements still in place.
