The House of Representatives, today (Thursday), passed the long-awaited four draft bills against torture and enforced disappearance by state officials, in its first reading with 368 votes for, one vote against and one abstention.

 

The four draft bills were separately proposed by the cabinet, by Palang Pracharat MP for Bangkok Sira Jenjaka, by former party-list MP Wan Muhamad Noor Matha of the Prachachart party and by Democrat party-list MP Suthas Ngernmuen.

 

The government-initiated draft will be the main legislation to be scrutinised by a 25-member House scrutiny committee appointed today by the House. Among the members are human rights advocate Somchai Homlaor, nominated by the Democrat party, former national human rights commissioner Angkhana Nilapaichit, nominated by the Seri Ruam Thai party, and anti-government activist Sombat Boonngarmanong and former Pheu Thai MP Dr. Tosaporn Serirak, nominated by Pheu Thai party.

One would think that any country would require such bills, but then again, Thailand is unique, plastic bags over ones head recently come to mind.

Oh, so these bills are against torture and enforced disappearance - I had naturally assumed the opposite...

So, as a State employee, if I torture and murder someone, I get 25 years and or a ½m fine.

 

As private citizen, 500bt and a Wai.

That's modern Thailand for you no torturing captives all done by 2021 ????

Ah so it’s a PR stunt, a bit like the good taxi driver stories that used to appear after a negative incident.

Took some time to torture all those on their list...approx 7.5 yrs?

 

 

Now the next problem is just enforcement. Pretty hard to enforce a law that is usually broken by the enforcers.

Does this mean the end of photo shoots with petrified Burmese murder suspects admitting their guilt?

If I were one of the unfortunate people who had a confession kicked out of me then I'd attempt to turn this into a bandwagon for all to jump on.

But at the time the law wasn’t in place.. ok your free to go..

Amazing for a country who likes to think they are part of the modern world, now passing laws that should have been in place 50 or more years ago, but then I guess the wheels turn slowly for the plebs

As all of this activity has been historically clandestine, where no one is the wiser - a bit moot to pat themselves on the back regarding a piece of legislation that has little influence and practicalities. 

 

Just going through a rhetorical motion by a corrupted body.
