I agree with you. People are born Jews and then depending on their family's preference and their own choices growing up they can practice the religion a lot, a little, or not at all but they are still Jewish people. Nothing accidental about that. Exceptions are converts which are rare because Jews do no proselytize and indeed it is a very had to and long process to convert.
