Whatever immigration rules the child is deemed to have violated, there are no penalties assessed until the child is at least 15. The parents would then receive a birth certificate from the District Office showing that a non-Thai citizen was born. The parents would use that birth certificate to apply for a UK passport for the child in the usual way via VFS at the Trendy Building. The child should have a visa. Once the child has a passport the parents can apply for a Non-O visa for the child based on the parent's Non-B visa. Upon leaving Thailand the parents would show the child's passport and the child's birth certificate. There will not be any fine to pay as children who overstay are not required to pay any type of overstay or non reporting fee. That's it really.
