I see this quite often in Thailand, Thai drivers are too lazy to drive to the next intersection for a U-turn.

 

That's why accident rates are high. They slowly inch their way and then block main traffic.

Now it’s public as soon as (if) it goes viral, only then will the driver get a 500 Baht fine….

 

He’ll do dumb stuff again & again, and after he causes accidents, again….

Could be that the driver wasn't Thai, maybe he was European, British, Aussie or Yank.

What the problem is?

Frequently but I'm sure, like you we would carry on until the next exit. It's common sense which sadly a lot of Thai drivers are lacking.
