Best way to repair cracks in concrete wall both interior and exterior?

Hard to tell without looking at it but if its just cosmetic get someone to render it. Calk or filler never looks good as it shrinks. If you want to repair properly what they normally do is drill or chase (cut grooves) in the wall both sides and put steel in, cement over the top. I had it done here on a couple internal walls worked like a treat. Problem is here usually they bring tons of fill in and without allowing it to settle throw a slab straight on top of it.

I have to side with woody on this. If you have cracks, rendered wall will likely just crack again. Calk is flexible, and will last much longer before cracking than will wall-putty or rendering.
