Everybody with any balls, Thai or foreign,  live thier lives and find the means ways drugs (includes alcohol) and just do it. 

 

Then there's the idiot set of course, who do it in a manner or place where they're screaming to get raided, and they do.  

Root cause is corruption.  The brown enevelopes always head in the direction of the shot callers.

well we know how corrupt it is in Thailand . But Pattaya Brown shirts have their own level

It's not just that they have their own level, there's nothing and nobody stopping them from creating new and even higher levels for themselves, which means the corruption only gets worse.
