Deputy Bangkok Governor Chakkaphan Phewngam has warned municipal police to refrain from demanding or accepting bribes or other ill-gotten benefits during his first meeting with municipal police chiefs and the head of the City Law Enforcement Department yesterday (Monday).

 

He said that, from now on, allegations of bribery made against officials of the City Law Enforcement Department or municipal police will not be handled solely by the district office concerned. They will be sent to a committee, comprising the head of the City Law Enforcement Department and the inspector-general of the city administration, for investigation.

 

The deputy governor disclosed that he has already received a number of complaints about the extortion of bribes by municipal police on his first day in office and he feels uncomfortable about the problem and would like all officers to perform their duty straightforwardly and transparently.

Ok good to stop the bribery which this country has a reputation for.....BUT give the police decent salary and then you can expect higher standards for a while anyway.

Likely to continue until his last day in office too, and then some more time after that. Tackling corruption here is going to take several lifetimes I would guess.

How much is a decent salary and how long will it last until it isn't enough anymore? 

According to the interweb 75% of the police force have a minimum of 42000B per month plus some other benefits, like housing benefit, special credits at the bank, etc.

The average salary in Thailand is around 25000B.

Now tell me, is a BiB working so much more than an average Thai? 

The last 20 years I haven't seen one.

Well he certainly has a big job on his hands!!

2. How would he even begin to root out such endemic corruption? 

3. The RTP at it's inception seems to have been created with a status quo from the government. We will NOT pay you a living wage, but you have a franchise, and the limit of your income is based solely on your own creativity and initiative, and you will always be protected. Is that not the case? 
 
So, even if this guy was sincere, where would he begin to change that culture? You know where? You would double all salaries. And invest in modern equipment, forensic labs and an effective highway patrol. Probably a trillion baht to start.

4. The police seem to be protected at the highest levels here. 

 

I want to believe change and progress is possible. But, it is hard to fathom.

AFAIK, Kamphaeng Phet IO office is clean as was Mae Sot and Nakhon Sawan.

Good luck with that one - might be an uphill battle. So many predecessors were barking up the wrong tree ....... or caved in!

And very likely will need the entire police force dismissed and taken over by  a selected military force whilst a new clean RTP is recruited and installed plus total rewrite of numerous regulations including very severe punishments, instant dismissal and banned from any further employment with any gov't agency plus a forever secret monitoting/auditing force to check for brown envelope stuff. 

 

This appraoch has been done before. A county just Sth of Thailand had a customs dept which was totally totally corrupt and was intimidating other gov't agencies. The gov't suddenly/totally disbanded the entire customs staff and same day installed an employed force from Europe. It worked. 

He is tackling corruption or is trying to be seen to tackle corruption?......if it the former I don't give much chance of him serving a full term in office

Agree.....the police force is way too big for a country of this size......sack half of them and re-employ the other half on new contracts plus double the salary.
