Why title the video with Thailand when all they talked about was Bangkok and the BMA? The cables are like this all over the country and there are various schemes in some provinces to remove them, for example some better known roads in Chiang Mai have already have them removed. 

Wasn't there a news article posted here only a few weeks ago that the whole project was cancelled because the telecom companies didn't want to pay?

For the communication cables (mainly fiber optic) it's not rocket science to have them watertight.

Even now they are exposed to torrential rains incl the joints/boxes overhead.

 

The backbone of the internet are big fiber optic cables buried on the ocean grounds.

 

High voltage cables (12kV up)  underground is very expensive and I doubt that this will be done on a wide scale.
