Paypal now unavailable to foreigners in Thailand

Have just been informed by Paypal that their service is now only available to holders of Thai id cards (Thai nationals). 
So, if you relied on Paypal to shop on ebay or make payments you are out of luck.

Xenophobia strikes again!

I've never used PayPal, COD or credit card or debit card only. 

That's interesting. I used my PayPal account (I've had for over 20 years) to make an eBay purchase today - Oct. 13th. I also opened a Thai PayPal account last month, but today I used my US account.  No Thai ID was requested to open the Thai account.
