Police in the southern province of Ca Mau have finally arrested three men who were caught on camera torturing two people last May. They did not say why it took them so long to arrest Nguyen Cong Toan, Nguyen Van Ty and Nguyen Van Hung, all aged 34-38. Three days ago video footage of fishermen Truong Van Trung and Le Van Binh being beaten and tortured aboard their boat in Ca Mau Province went viral on social media.
