Government and opposition whips resorted to finger-pointing over the collapse of the House meeting today (Thursday), due to a lack of a quorum.

 

The House was scheduled to vote on Section 9/1 of a bill to enable impeachment of administrators and councillors in local administrative organisations, which was supposed to be voted on last week.  The meeting was adjourned because there were not enough MPs in the chamber to make up the required quorum.

 

Signs that today’s meeting may not take place emerged when Pheu Thai MP for Chiang Mai, Julapun Amornvivat, informed House Speaker Chuan Leekpai that opposition MPs will not formally declare their presence in the chamber, although there were physically present, because they disagree with voting on the same issue again.

Shambles, they should all be docked pay as a result.

A laughable suggestion I know in lazy Thai politics.

This isn't the first time with quorum issues in Parliament.

 

I think there is some fatigue with parties and members who've lost interest in legislating, and there might be ~ 50 members who've passed away, or been charged with criminal activity, who have not been replaced.

 

There must be Parliamentary rules which could be applied to enforce a quorum but again that takes character and backbone, qualities pretty much unheard of in Thailand generally, and Thai government specifically.

 

They'll muddle along - although there are some "controlling" issues which pending legislation - left until the last minute - are meant to address before a potentially lengthy quiet period while the rulers fix another election.

You are correct IMHO.

 

1st missed session they should be fined 1 week salary.

 

Second missed session 2 weeks salary plus a 1 week ban = 3 weeks salary.

 

Third missed session 1 months salary plus 2 months ban = 3 months salary.

 

Fourth missed session sack from being a politician, loss of ALL pension rights and a lifetime ban from politics along with all their family.

 

A new bye election to be called and they must fund the total cost from their personal accounts.
