Dont know if you can or not but the headline you came up with is a bit off. Bali may propose cutting visa free entry for Russians and Ukrainians would be closer to what is being reported by CNN among other news sources.

It is only a call for cancellation of visa on arrival for Russians and Ukrainians by Bali's governor but not the cancellation.
