Can a Thai Citizen use their ID Card to visit Lao

Sort of, they must get a waiver form printed out at or near a crossing, think its 40bht....😊

They can get a "border pass" before crossing Thai border.

Every Thai near the border will know where the office is to get one.

Cost 100? Baht.

For sure: it allows to stay for three days/two nights only.

Always disputed: the border pass restricts the areas (near border) where they are allowed to roam.
I don't have a reference document for that but quite sure it's true.

For free travel all over Laos they should have a passport.

 

Own experience is quite long ago and we just moved to Vientiane from Nong Khai. One day trip.
