Can condo management turn off water? Claim overdue fees out of nowhere from 5+ years ago?

I am on speaking terms with both management and committee, very good terms with committee, with the management we just do not agree, but definitely on speaking terms.

Do you have any sources for utilities switching off to be illegal? This would be very helpful. My understanding is that it it up to each condo and the by laws.

Your local land office will confirm it is illegal. We asked our local office before taking such action.

I don't think the OP said how much these "extra fees" are that he owes. If he paid the main fees 7 years ago it can't be much. Maybe better to just pay the claimed amount rather than spend 10s thousands on legal fees. Over the life of the condo not so much?

I make the assumption that it is more than a few baht.  As to the cost of a lawyer, you are right, but my point is that the OP and the MGMT are not going to be able to hold a conversation.  It sounds like there is a war brewing.  Having a lawyer or someone of authority talk might resolve it quickly.
