i dont think you will get rock bottom in singapore, and im lucky as i always stay with a friend when i am there...but you could try a place called hangout hotel? they are clean, have free internet, good food, quiet, very secure etc. not sure of cost as i did stay there a while ago now.

whats your budget and what area would you like to stay in?

do you mind Geylang (the red light district). Its still safe but rather seedy and is probably the cheapest option.

If thats ok for you then stay at one of the Hotel 81 or Fragrance Hotels. They are both budget hotel chains and are well known for providing budget and short time accommodation - but dont be too put off - inexpensive, clean and safe is what you will get. Luxury you will not get there.

PM me for more details if you need em cos i live in singapore innit

These pics were from a superior room at one of the Hotel 81's at Geylang. The price was around S$55-S$60 a night as I remember. Not a bad room. The only problem is that the area can be a bit of a downer if you dont like brothels and streetwalkers. However the MRT is only a 5-10 minute walk away and that can connect you with the more normal part of the island.

oh thats a shame it wont let me link to those images as they are on an enemy forum gallery of mine.

Rock bottom seems to be about S$45.

Last visa run, I stayed at a place called the Haising Hotel, Bencoolen St., on the edge of Little India. It was within walking distance of the subway, and Bugis Street. Search the internet, they have a web site.

They are quite fussy about holding the room, requiring you to email them a couple of times to confirm, even calling them from the airport when you arrive (free call, phones inside the terminal). The place has INCREDIBLY small rooms, and no lift. I paid S$5 extra (S$50) for a 'window', which was a joke: it was about 30x20 cm, WAY up high on the wall.

On the positive side, aside from location, the staff was friendly, and in fairness, they did say the rooms were small when I emailed them to reserve one. They were helpful about how to get there from the airport, gave me a number of options. There are a number of inexpensive restaurants nearby, including the one of best biryiani places I have ever experienced.

If you're going to see some sights and take care of your visa, it's a pretty good deal. If you plan on hanging around your room, better bring some rubber padding for the walls, as you'll be bouncing off them in no time :o

Hotel 81 chain is all over the place - no need to stay in Geylang if some of the 'nocturnal activities' bother you. There's a big Hotel 81 in Chinatown which is a popular area for visitors to Singapore who want to see a bit of Hokkien hustle & bustle. Plenty of other more 'local style' budget places around that area too, if 81 is full, which it might be, that chain is quite well known these days.

watch out for the Geyland 81 hotels, they have halved their all night rate for the locals to fill the place up - gets very noisy indeed, although the rooms are actually very high quality but just big enough for a bed!
