Do you need Solar or EV charging to get a TOU meter?

The reason I am asking is my wife went to PEA and that is what she was told, not sure we are getting the correct answer. I am thinking of installing Solar but would like to change the meter as soon as possible and not wait for the PEA inspection of the solar system.

There is no official requirement for either system to get TOU. However the PEA head of your office can and does have his own rules, it is likely that he has a limited supply of metres and has set the priority to be solar and EV. He is probably persuadable to change your priority. However without either solar or EV your electricity bill is going to jump significantly as daytime TOU cost is roughly 25%higher than you currently pay, so not changing the meter is saving you money and him from your complaints.

Meter and tariff a two different things. TOU is the tariff which requires a digital meter that isn't installed for normal residences. You can get the digital meter but still keep the normal residential tariff instead of TOU even if you use an EV or install solar. For most people TOU will not be of any benefit (to the contrary as earlier posted) unless you are not at home during the whole day and then charge your EV at night or something like that.

Also as written already there is no requirement to have any kind of usage in order to get a different meter. You will have to pay for it and the installation a few thousand bath. They do try to prioritize the rollout of these meters though. Just ask someone that knows someone at PEA...

A separate TOU meter while your previous house meter remains on the old tariff is only possible with EV charger though, they don't want you having the best of both worlds,

this is only done in PEA area and not MEA (Bangkok)
