Gov Youngkin is trying to protect election integrity.With all harris/biden newcomers coming in by the day and the election being so so close , surely 

it would make sense to analyze everyone, anytime .

How do these non-citizens end up on the electoral roll.....if electoral roll is the correct term?

What usually happens is that citizens with names similar to non-citizens get removed. If this happens too close to the election, these citizens can't vote.

They don't. These are mostly citizens with names similar to non-citizens. This is an old Republican trick.
