Use of the word 'partner' may mean the poster is not legally married? If so, then no liability. If legally married, then potentially at risk of a civil claim for damages/medical expenses. I'm not a lawyer, but my guess is that there's no other legal liability, as it was the son who committed an offence (as a minor) by riding whilst under age. It's not an offence to buy a youngster a bike over 110cc, although I think it's irresponsible. But the legal offence is committed by the son by riding it. But if any action is taken, I would advise the foreign partner to keep a low profile, or he may make himself a target of an inflated expenses claim. A Thai friend who's married to a Thai had a similar issue where his son (who was not old enough to ride any size of motorbike) took his bike and caused an accident by hitting an elderly lady. He had to go to the police station with his son for a verbal telling off, and then the police joined the negotiations over the medical costs. The result was that he had to pay all the ladies medical costs plus an extra sum as compensation, but no other action taken.
