Leaving Reno for Chiang Mai in September. Retiring .As far as getting the initial visa... Do I have time to get it in America @ a consulate?? or just get it from there?I guess it is no problem with my wife being Philippina from what I've read in the other posts...Which consulate would be best for aa character in Reno???

Denver or the Lone Star State would probably work. If you can both obtain a non immigrant visa it should help matters. You could then obtain an extension of one year from the 90 day permitted to stay and wife could do the same once your extension was granted.

If you want to do in US call Consulate and ask if you have time. It will require police check and medical.
